WASTECAP WISCONSIN’S LATEST RESULTS >>>>

WasteCap Wisconsin and its clients have diverted 368,886,444 pounds of construction and demolition waste from landfills, which is 66.4 pounds per person in Wisconsin. The equivalent of 115,103 trees have been saved by recycling wood and cardboard. WasteCap Wisconsin’s construction and demolition projects are currently achieving an average 74.2% recycling rate.

New Name, New Location, Same Vision to Transform Waste Into Resources

WasteCap is growing and we are reaching beyond Wisconsin’s borders as we provide waste reduction and recycling assistance for the benefit of business and the environment.  Our name is changing a bit, too.  Our new name is WasteCap Resource Solutions.  We will continue to provide the same services as we help businesses within and outside of Wisconsin transform their waste into resources.  This growth means a new location too – our Milwaukee office will now be located at 131 W. Seeboth, Milwaukee, WI  53204.  It’s a cool “green” space located in an old warehouse that was adapted for offices including our offices and the WI Green Building Alliance who is moving in next door.  Please update your records.

WasteCap at Greenbuild

State Budget Affects Recycling
 
As many of you know the Governor signed into law the state budget that will cover the next two year period beginning July 1, 2009. There are a number of items that impact solid waste and recycling programs.  The final enrolled bill can be found here: http://www.legis.state.wi.us/2009/data/acts/09enAB0075-veto2.pdf.
 
Recycling Grants
Basic Grants to Responsible Units –     2009-2010 - $31,098,100 / 2010-2011 - $32,098,100
 
Note – The bill also contained a provision that gives the DNR the ability to submit a request to the joint committee on finance no later than March 1, 2011 for an increase in the grant dollars “if the revenues deposited in the recycling and renewable energy fund exceed the amounts estimated…”
 
Note – during the 2010-2011 budget year a $46,000 grant will be made to the town of Wrightstown for recycling bins, this will reduce the basic grant dollars available that year by that amount.
 
Recycling Efficiency Incentive grant – no funding
Waste Reduction and Recycling Demo – no funding
 
Clean Sweep Grants - $750,000 available each year for grants, program also remains with DATCP.
 
Recycling tip-fee surcharge at landfills – Increase from $4/ton to $7/ton on October 1, 2009
Other fees, environmental and others at landfills – Increase $1.897/ton to $5.997/ton on July 1, 2009
 
This means total landfill fees will be $9.997/ton as of July 1 and $12.997 as of October 1, 2009
 
The final bill also did not include any additional fees on Construction and Demolition landfills – the provision was vetoed by the Governor.
 
Related Segregated Fund Transfers
The bill transfers $14,850,000 from the recycling and renewable energy fund to the general fund in 2009-10 and requires the Department of Commerce to lapse that same amount from the fund in 2010-11.
 
The bill also transfers $2 million dollars each year from the petroleum inspection fund to the recycling and renewable energy fund.
 
The bill also transfers from the recycling and renewable energy fund the amount necessary to pay wildlife damage claims, but not more than $350,000 during the 2010-11 fiscal year.
 
The budget also eliminated of the requirement for Ash disposal from practice burns in landfills, this was originally introduced as Assembly Bill 87 earlier in this legislative session. Reference – state statute. 289.51 (3) The department may not require that ash resulting from the burning of a structure for practice or instruction of fire fighters or the testing of firefighting equipment be disposed of in a landfill licensed under s.289.31.
