Wisconsin Solid Waste Legislative Update

Very little public movement has been made on solid waste issues since the legislative update from August and available on WasteCap’s web page at www.wastecapwi.org/b_aug07leg. While there are now over 800 bills that have been introduced into the State Legislature, the focus is still on the budget bill. There have been no announcements to the public on any decisions on solid waste topics, although the differences between the Senate and the Assembly proposals are substantial. Some news accounts say that the conference committee progress is being made behind closed doors, but no predictions are being made for a final compromise.

On non-budget issues, the only solid waste legislation that has seen any action since the last update is AB 333, which would prohibit DNR from requiring that ash resulting from the burning of a structure for practice or instruction of fire fighters or the testing of fire fighting equipment be disposed of in a landfill licensed by DNR. It was introduced on May 15, 2007 and referred to the Committee on Natural Resources. A public hearing was held on September 12th, and no groups have reported lobbying on this bill.
