1. WASTECAP WISCONSIN UPDATES

Construction and Demolition Waste Management and Recycling training to focus on both commercial and residential waste management

WasteCap Wisconsin will offer the first-ever public training in construction and demolition waste management and recycling on May 2, 2006 at Waukesha State Bank in Oconomowoc, WI. Successful completion of the training will award registrants accreditation as a professional construction and demolition recycler. Members Only early registration began March 10. Open registration begins March 20. WasteCap Wisconsin members receive a $150 discount on this training. Registration is required and space is limited. Neighboring states are trashing Wisconsin

A map released today in anticipation of a hearing on a bill to increase the fees for garbage dumped in Wisconsin illustrated that garbage from neighboring states has found its way into landfills across the state. The data further indicates that neighboring states will continue to take advantage of Wisconsin's low tipping fees to ship waste into Wisconsin, which will put groundwater and communities at risk. Community Action for a Renewed Environment (CARE) Grant Program
Deadline: April 10, 2006
The EPA has issued a new request for proposals for the Community Action for a Renewed Environment program. A range of community groups may apply for funding, including county and local governments, tribes, non-profit organizations and universities. The EPA will award about $2.7 million in cooperative agreements in two levels through the Community Action for a Renewed Environment (CARE) program. Level I cooperative agreements will help establish community-based partnerships and set priorities for reducing toxic risks within communities that do not already have established partnerships and priorities. Level II cooperative agreements are for communities that already have broad-based collaborative partnership, have identified risk reduction priorities and are ready to implement risk reduction strategies. Home Builders Name Energy Efficiency as Biggest Industry Trend

The home building market is expected to have lots of energy in 2006. A new survey of home builders, released by Lowe's at the recent 2006 International Builders' Show, demonstrates one of the biggest trends in home building is a strong focus on energy-efficient materials and products. In fact, nine out of ten builders surveyed say they are incorporating energy-saving products into new homes at all price levels. Schwarzenegger administration unveils "Green California" website

In a December 2004 executive order, Governor Schwarzenegger launched an aggressive action plan to reduce California's energy purchases for the thousands of state-owned buildings by 20 percent by 2015, while conserving other scarce natural resources. New Rules for Construction and Demolition Waste Recycling in Chicago, IL

On December 15th, 2004 the City of Chicago approved a new construction and demolition recycling requirement. The new rules will take effect in March 2006. The initial requirement for recycling will be 25 percent of all recyclable materials measured by weight for projects permitted after March 1, 2006. Carpet Recycling Program Passes 100 Million Pound Mark

C&A Floorcoverings (C&A) has announced that it has recycled more than 100 million pounds of reclaimed vinyl and vinyl-backed carpet since it was introduced ten years ago. C&A's recycling program, called the Infinity Initiative, recycles any post-consumer vinyl-backed carpet, regardless of original manufacturer, into 100% recycled content backing for its new ER3 floorcoverings. 5. LEGISLATIVE / REGULATORY UPDATE

Wisconsin Solid Waste Legislative Update

Over 1,700 bills have been posted on the web page of the Wisconsin Legislature, with 1,098 introduced in the Assembly and 661 in the Senate. Sixteen of them cover solid waste topics, with three others having been adopted into law - two identical bills on manufactured housing (and a provision on recycling these structures) and the budget bill. Taking the Wrinkles out of Paper Recycling Source: GreenBiz Why is paper recycling such a challenge? The answers have to do with the natural reluctance of people to change habits, with the designed-to-fail nature of many programs, and with the assumption of managers that such programs will run themselves.
